Plan a hotel staff rota around operational coverage

A hotel staff rota sets out who is expected to work. An operational coverage review asks a different question: will the right people be available for the work the hotel has planned? Looking at both helps reveal clashes before they reach a busy shift.
This guide is a planning method for department heads and duty managers. Use it alongside your employment arrangements, HR advice and approved staffing policies. It does not calculate legal compliance or recommend a universal staffing ratio.
1. Start with the work the period needs
Review planned events, known arrivals and departures, contractor visits, training and recurring department responsibilities. Include setup and clear-down time where they affect coverage. A booking start time alone does not describe the full work window.
List the roles or capabilities required for each pressure point before assigning names. This makes it easier to spot when several departments are relying on the same person. Separate confirmed commitments from provisional plans so the team knows what may still change.
2. Check department ownership and shared support
Confirm who leads each department during the relevant period and who can take an operational decision when that lead is unavailable. Check handover overlap, supervision and access to essential information. A full-looking rota can still leave a critical responsibility uncovered.
When borrowing support across departments, agree the scope and reporting line. Do not assume someone listed elsewhere is available to help. The receiving lead should know when support starts, what work takes priority and who decides if both departments need the person.
3. Review availability and employment constraints
Check agreed availability, leave, training and the relevant working-time and rest arrangements before confirming the rota. Acas explains rest breaks and rest between working periods; different circumstances can require different treatment. Use appropriate current guidance and HR review for your team.

If a coverage gap remains, record the decision needed and who will resolve it. Do not silently allocate an unavailable colleague just to make the displayed schedule look complete.
4. Check an event against the whole shift
Illustrative scenario: an evening function needs room setup before service and clear-down afterwards. The events lead expects help from another department, but that team also has a busy handover and a planned training session.
Review the shared commitments together. Agree which work moves, whether additional cover is available and when the final arrangement will be communicated. Record the responsible lead for each window. The example is a planning conversation, not a recommended shift pattern.
5. Give changes the same care as the first plan
Once the rota is agreed, tell staff how to find the current version and how changes will be confirmed. A private message between colleagues should not be the only record of a change that affects department coverage.

After the period, ask which unplanned demands affected the team. Use those observations to improve the next review. Avoid presenting a single busy week as proof of permanent staffing needs; examine the context and discuss it with the people doing the work.
